District Employment Exchange in Raebareli was set-up in 1960. In 1964, Employment Market Information unit was started. Vocational Guidance unit and Coaching cum Guidance Centers were started in 1979 and 1984 respectively.

Rehabilitation and Employment Directorate was established in 1945.Employment Exchanges were established in different parts of the country under this directorate.

On the basis of recommendations of the Shiva Rao committee the day-to-day administration of Employment Exchanges was transferred to State Governments in the year 1956.

Formulation of policy and procedures remained with Directorate General of Employment & Training (D.G.E.T.) Labour Ministry, Government of India.

To make Employment Exchanges more effective, Employment Exchanges (Compulsory Notification of Vacancies) Act 1959  was passed by the Parliament.

The act was enforced all over the country (except Jammu & Kashmir) from May 1960.
